What the law requires

Which law applies to your product?

The passport is required product group by product group. Pick a category to see which act applies, what it requires and from when.

Batteries Regulation (EU) 2023/1542

  • From 18 February 2027, every LMT battery, every industrial battery over 2 kWh and every electric vehicle battery must have a battery passport (Article 77).
  • From the same date, all batteries must carry a QR code (Article 13(6)). For batteries without a passport, the code leads to the label information, the declaration of conformity and collection information, not to a passport.
  • Portable and starter batteries are therefore covered by the QR code, not by the passport requirement.

The standards

What the standards require of the passport.

Six European standards for product passports, developed by CEN-CENELEC JTC 24, have been cited in the EU Official Journal since 15 July 2026. Follow them, and the authority presumes the technical part is right.

EN 18219 · EN 18220

One code, one address

A data carrier on the product, such as a QR code, leads to a unique identifier. With GS1 Digital Link the address is the GTIN and serial number, and it never changes. The Batteries Regulation requires identifiers under ISO/IEC 15459 or equivalent (Article 77(3)).

ESPR Article 11

The right data to the right person

Everyone has free access to the passport according to their access rights, and only those entitled may change the data. Who sees what is set in the delegated act for each product group.

EN 18221 · ESPR Articles 10–11

The passport stays

The passport is stored, archived and must remain available for the period the delegated act sets, even after an insolvency. Whoever places the product on the market must make a back-up copy available through a digital product passport service provider.

EN 18216 · EN 18222 · EN 18223

Talks to other systems

The passport must be fully interoperable: exchange protocols, APIs and system interoperability. Its identifier is registered in the EU registry for product passports, live since 20 July 2026.

Two more standards, on access rights and information security (EN 18239) and on data authentication (EN 18246), are published but not yet cited. Source: Implementing Decision (EU) 2026/1736

Lost & Found

The kid's jacket left at nursery? Whoever finds it scans the jacket's code. The owner gets a message, and the finder never sees who the owner is.

The owner activates it and can add a reward. The owner's details live in Blippa services, not in the passport.

Ownership history

Previous owners follow the product, if the owner wants. Useful when it is handed down or resold.

Kept in Blippa services, not in the passport, because it is about people.

Repair log from external systems

Repairers and other systems log events on the product over its whole life: mended, serviced, part replaced.

The events are tied to the serial number and shown beside the passport, without rewriting the passport data.

Where the line is

What is anonymous and comes from the passport's own data lives in the passport, in DPP Agent. What concerns a person, an account or logs from other systems lives in Blippa services. The passport stays the same for everyone who scans it.
